Left Pedro Filipe Soares acknowledges the need to increase funds to guarantee the quality of civil protection, but believes that the government's mechanism is nothing more than a new unequal tax.

"This rate considers that it is necessary to introduce an individual payment for rights that is a citizen's right – the right to civil protection – and this right is exercised by local governments without any central government responsibility. That does not mean that we do not recognize the need for central government to raise funds directly or through local authorities in order to guarantee civil protection, which in fact serves the people with the necessary quality in order to protect this security. "
