On this historic day, like our country, Ethiopia carries out a peaceful transfer of power in accordance with its governance system, I would like to express the unique pride which, in my opinion, I have stood before this House in August and delivered this speech.
Before anything else, I would like to express my highest gratitude to His Excellency Hailemariam Desalegnam for his goodwill, voluntarily retreating and transferring power, to enter the resolution of instability that has hurt the country in recent years; believes that the new leadership is better suited to addressing these challenges; in order to prioritize national dignity and national national interests in a way that can prioritize our continent.
Also, on behalf of all of our citizens, I would like to thank everyone who has played a special role in ensuring that the transfer of state power takes place without any glitches.
This is a historic day for our country. In our long history, we have been given so many opportunities at different stages to determine a new political start. Many of them abandoned us without using them. The transfer of this power is another historic opportunity to start a new chapter. It is therefore important that we use it properly in accordance with the spirit of the greatest responsibility.
Ethiopia is a viable country. It has created many children who are constantly fighting for the great spirit of the country's love. Their children are striving and constantly striving to give the country their own past; and to ensure that its citizens are protected for peace and security and that prosperity is extended to all its citizens without any discrimination.
Whether it's inside or outside of the country, they scream, debate and triumph over the nation's national unity and peace, justice and equality, and its prosperity. The transfer of this power shows two main truths. On the one hand, this shows that we have laid the foundations for a lasting and comprehensive constitutional order; on the other hand, it shows that we are developing a system that partly goes along with the political, economic and social conditions of a country, governed by the will of the people, which makes the nation its captain and serves them accordingly.
This is an event in which we learn from our mistakes and form our country. Our leading organization, EPRDF, has adhered to its development path, over the years, has brought about significant changes in all sectors and has established a constitutional and federal system.
We are in a transformation of the state, which, on the one hand, is being watched all over the world with great attention, admiration and expectations; and, on the other hand, with great concern.
As many achievements have been registered, we also believe that there are shortcomings that need to be addressed immediately. Learning from our mistakes and moving forward, we must focus on building a better state for all of us. The essence of this matter is to make our country a higher level of development and progress, while ensuring that its unity is provided in a sustainable manner.
The wisdom we believe with our Ethiopians can not be overcome with temporary obstacles, but to change the trials we face with opportunities and desirable accidents and to win. Yesterday, our ancestors blended the bones of Metema, Adwa, Maichew and Karra Marra and shed their precious blood to preserve and wish for us a country that has been able to maintain its independence and pride.
We are lucky; we have a beautiful country and a proud history. We know our beginning. We are great people who have a history that has traveled for many centuries. Our unity can be an example in the world. It has defeated your enemies; defended our sovereignty and allowed us to become a model for other people who are fighting for their independence.
Our identity is constructed in such a way that it is indivisible; it is threaded in such a way that it can not be tightened. It is integrated with love. Amhara has sacrificed Karma Mera for the sovereignty of our country – it is getting mixed up with its soil. The Tigris have been sacrificed in Metem, saying, "Take my neck before your country and get mixed up with your soil." Oromo has given his breasts in the Adva Mountains in order to protect the sovereignty of this country and have coexisted with the Adwa soils.
Somalia, Sidama, Benishangul, Walaita, Gambella, Gurage, Afar, Silte, Kambata, Hadiya, Harari and all other Ethiopian peoples have expressed my death before Badme and mixed with their soil.
As one Ethiopian father said: "As long as we are alive, we are human beings; when we arrive, we become a soil and thus become a state." You will find every ethical kingdom of each kingdom from each corner of the nation to become a soil in another part of the country. We, Ethiopians, live, we are Ethiopians; when we die, we become Ethiopia.
Ethiopia is our country, and this is our common home. There will inevitably be differences of opinion in one country. Differences in minds do not curse. If we can listen to each other, in spite of our differences and to involve in principle the discourse, our differences give dividends as blessings. Fighting ideas is a solution. Cooperation is strong. When we join, we become stronger. There are no common problems that can not be solved. Because it is a nation. The feeling that "I die rather than see that my idea is not overcome" destroys families, not to mention nations. We have one in Ethiopia. The national unity above any political thought is the highest. However, we must emphasize that national unity does not mean unity. Our unity must be one that embraces our diversity and highlights our multinational identity.
We Ethiopians need and also deserve democracy. Democracy is not an alternative to us. When it was unfamiliar to many nations and countries, we lived below and was driven by our democratic yearly system, which became an example in the world. Democracy today is an existential thing, not just any other country.
Democracy is unthinkable without freedom. Freedom is not a gift given by the government to people. Rather a gift to nature for everyone who comes from our human dignity. We must adhere to all human rights and democratic rights, in particular as regards freedom of expression, assembly and organization, in support of the constitution resulting from this freedom of understanding. We must fully exercise the right of all our citizens to participate democratically in all bodies and at all levels.
All that we all need to understand is that the establishment of a democratic system requires listening to each other. A person has every right to criticize his servants, to elect and persecute them. The government is a human servant. That is because the principle of our leadership is national sovereignty. In the system of democracy, the first and last principle must be that of entertaining the differences of opinion while listening to one another. Realizing that Ethiopia belongs to all of us, that it is our common property, we will firmly and firmly pursue our efforts to establish a democratic system in which all Ethiopian voices are heard and all are given equal participation.
In a democratic system, the government allows citizens to freely express their ideas without fear. Citizens' right to free movement can not be created without government leadership, support and openness. Therefore, the government will work with determination to keep the (free) citizens' free and peaceful movement in check.
In the same way that citizens express their ideas, they must be in a calm manner. Because they demand their own democratic rights and violations of other rights, they are contradictory. It also stunts the growth of democracy. The government must abide by the law. It is also an obligation to ensure that the law is respected. Being patient and booked is also an obligation. When it lacks the government's patience, it is damaging to democracy.
In both directions, democracy, which we long for, can not become a reality. In the area of democratic governance, the rule of law must be determined. One wisdom that we must not forget in an effort to secure the rule of law is that our people do not want to simply participate in the law, but also to exercise justice. The law must not be separated from justice. What our people are trying to achieve is not a dry law, but rather a system of justice that is built up fairly, which means justice. People are looking for neutral and non-partisan law enforcement officers who are faithful to the law and those who are struggling to protect citizens' rights.
It's true to the law that we are all fair. When this happens, the law protects everyone's dignified life for all. Realizing this truth, we will fill the gap in administering justice by making the necessary reforms (improvements) for the development of democracy in our country; so that there is freedom and justice; so that the rule of law becomes a reality.
Peace is based on justice. Peace is not a conflict. Peace is inviolable unity based on our common understanding. Peace is our trust in each other. Peace is our common journey, which continued until today as we come to unity. Peace is our path and our goal, which allows us to resolve disagreements and conflicts in a civilized way.

We are at a time when the horn of Africa is caught up in many crises and where many forces with different interests and goals are encrypted and where there are many complicated interferences. At the same time, it is a region with many nations that are interconnected with culture, language and long history.
As far as our external relations are concerned: our country is Pan-African, the founder and headquarters of the African Union, the founder of many leading international organizations and a country that plays a major role in the regions, continental and world-wide. This is our policy based on shared interests and shared benefits, we will strengthen it and continue it. With our African brothers in general, and especially with our neighbors, we will stand together in times of difficulty and in times of happiness.
With the Eritrean Government, we want to hear from our hearts that the disagreements that have ruled for several years are coming to an end. We also fulfill our responsibilities. In expressing our readiness to resolve our differences through dialogue, I take this opportunity to invite the Eritrean Government to take a similar position not only for our common interest but also for the active engagement of the peoples of both countries.

Corruption is one of the main causes that have caused our citizens' complaints over the last few years. We have come to find out that corruption can not be combated solely with the establishment of anti-corruption institutions. I politely request all of us to do our utmost to ensure that Ethiopia does not become a hard-working country, and the other simply caught it.
The people and the state that are busy are deprived of the wealth that was created yesterday and can not be achieved, it is impossible to move forward. In a situation where there is a bigger dash where everyone can work and become wealthy, Ethiopia does not become one in which one thinks, not to mention the obligation, to steal from another. Rather, let us turn to the unique opportunities offered by circumstances by coordinating our country's capabilities and overcoming the way we think about deficiencies and disadvantages. Mahatma Gandhi, the famous leader of the Indian Freedom Movement, once said: "The world has enough resources for everyone's needs, but they are not enough for everyone to be greedy." In the new path that we have just counted, we work tirelessly every day to fight the robbery, the loss of wealth, and the fight against organized corruption so that all of our people can participate.
Due to the rapid growth that our country has achieved in recent years, our success in poverty alleviation; basic infrastructure; human resources development and so on are visible to everyone. In this regard, the government has adopted policies and practical measures to curb price inflation; stabilize the foreign exchange market; to preserve the health of the financial sector; to expand the availability and accessibility of financial services for the economy; create foreign currency; to promote savings and investment; create job opportunities; increase per capita income and reduce poverty.
At the same time, there have been events and challenges in recent years that seek to achieve our economic growth and macroeconomic stability. Among these problems, the key is the fact that our foreign trade has not risen as much as we would like it, and then stems from inadequacies in foreign exchange demand and supply; price inflation; increase in the cost of living; the weight of external debt and the increasing pressure on domestic savings and investments.
Although the progress made in the agricultural sector is encouraging, we have not been able to sufficiently support this industry with the necessary technologies and therefore failed to collect the dividends that we should have obtained from the state.
As a great nation and people, in order to achieve the desired maxim and to solve our problems, we consider that the main solution is to find education and only in education.
Although the government draws attention to the education sector and works hard, especially as regards the quality of education, we note that we have a lot of homework and many activities will be carried out.
Although the expansion of education is one of the praiseworthy achievements of our government, while the quality of education and achievements are not supported by quality, our fierce efforts will not achieve the fruits we want. Accordingly, starting from elementary school to university, the government will redouble its efforts with absolute determination to make all our knowledge centers quality. Stronger efforts will be made to ensure that our graduates and technical and vocational college graduates acquire knowledge that is comparable to their abilities.
To address these and many others, we will make the necessary policy decisions and ensure rapid economic growth, following our two-year performance assessment of our growth and transformation plan.
Dear youth in our country
Ethiopia and yours. The future is mostly yours. Even now you have to take on the role of avant-garde in building a state. The questions about youth are not just economic and equal benefits, we believe that they also apply to justice and democracy. With regard to guaranteeing fair benefits for all members of society, their social justice and political participation have been flawed. Although our country has achieved good economic growth, it is not enough to meet the needs of young people, changing in shape and content.
We understand that this led to the complaints that our people felt. We also understand that without the use of young people and without their active participation, the state can not go anywhere. We will do our utmost to ensure that Ethiopia becomes a country that gives young people the hope and not their hope. In the coming periods, we will work not only to create job opportunities for young people but also to create many young entrepreneurs. Thinking and exhaustive and discriminatory bureaucratic obstacles to this goal will be eliminated and the government will create a favorable environment for fair social and economic order. The truth that we should never forget is that the very youth themselves can create a better future for themselves and for their country through their own efforts and creativity.
In many difficulties and attempts, you have created Ethiopia; you have created a history; form generations; and brought us to this day. In your battles, you are a huge victim for us to be a better nation. Your fight is a fair fight. Your fight is a worthy and respectful fight. Your fight is our fight. Although the government has taken steps to ensure that women benefit and recognize their comprehensive contribution to the progress of our country, we believe that what we have done is rather short compared to what has not yet been done.
Accordingly, in the future, I have a great hope that our country's women will use the talent nature that has blessed you to continue to positively influence our country's growth, prosperity and the success of our policy. Our national identity is meaningless without the participation of Ethiopian women. By denying the proper recognition of the women who built our country, serviced our country and helped stand on the legs, it is impossible to create a national renaissance. Our government's position on women's rights and their equality is not favorable to them, but rather to our common good. The government is well aware that a nation that is neglected and marginalized by half of its population can not absolutely be a complete and complete body and can not be pushed forward. Thus, our government will make a determined commitment to accelerate efforts to improve the full participation of women and their benefits.

This dream of ours will only be reality if we fall asleep and work diligently. There are good hopes and expectations. However, our hopes and desires are not enough for ourselves.
