Health Canada proposes a decade-long policy that equates half a glass of 100% juice with fruit or vegetable food.
"Health Canada recommended recommendations refer to simple water as an optional drink to help reduce sugar intake," Health Canada spokesman Geoffroy Legault-Thivierge said in an email to CBC News.
Critics say that the juice in the glass contains too much sugar – even if it is from natural sources – because the portion contains more fruit than the average person normally sits.

Outside control Hamilton says that juice sugar is digested differently than fruit sugar.

BIG JUICE LOBBYING EFFORTS
Sylvain Charlebois, professor of food policy at the University of Dalhousie, said that the food guide affects what Canadians eat.
"When you visit faculties or universities with a nutrition program or where we train nutritionists … the starting point is the food guide," he said. "It's the beginning of a conversation when it comes to nutrition and nutrition."
As reported by Globe and Mail, the juice industry is struggling to remain part of this negotiation, with the Canadian Beverage Association – an organization funded by Coca-Cola and PepsiCo – doing their affairs to federal ministers and decision-makers "more than 50 times" last year.

Food and beverage industry analyst Joel Gregoire said it could be linked to health concerns.
"The first thing I would say is sugar content and concerns about sugar content," he said. "If you look over time, the treatment for sugar has hardened."

These attitudes do not harm all juice makers.
It actually helped Toronto juice entrepreneurs Emma Knight, Anthony Green and Hana James.
Their Greenhouse Juice Co has benefited from the reduction of sugar fruit in cold pressed juices and topping or sometimes completely replacing with vegetables.
"In our most popular juices vegetables really form the core of juice," said Knight.
She said that the greenhouse supports the principles of the proposed new food guide, even if it means removing juice.
"We never support fiber removal from your diet," she said.
"Juice, as a means of doing this, is a really cool way to get more nutrients from vegetables on your day."
The new Canadian Food Guide is expected to be completed later this year.
